Though Director of Operations in title, Jocel “Jo” Bibera is best known as the “START UP SWISS ARMY KNIFE”—the behind-the-scenes force who brings ideas to life with heart, precision, and purpose. She blends strategic leadership with compassionate oversight, ensuring that START UP WELLNESS is not just operationally sound, but a thriving, immersive space for connection and transformation.

With over a decade of experience in behavioral health, addiction recovery, and wellness, Jo orchestrates a fusion of structure and soul, curating experiences that uplift, engage, and inspire. Beyond operations, she meticulously designs and curates immersive events and meaningful activities, ensuring that every detail is intentional and deeply resonant.

She also leads alumni outreach efforts, enhances client-practitioner engagement, and fosters community partnerships that strengthen the collective healing journey. A key contributor to brand messaging and storytelling, Jo ensures that every touchpoint reflects the heart and mission of START UP WELLNESS, while also championing volunteer initiatives that enrich both client experiences and the broader community.

Jo’s own healing, recovery, and wellness journey, which began on October 2, 2013, deeply informs her approach. She understands that a well-structured healing space is not just about operations—it is about creating an atmosphere where every individual feels supported, empowered, and truly seen.

Beyond her professional role, Jo partners with local and national organizations to raise awareness and destigmatize addiction, with a strong focus on AAPI communities. Her impact in the field has earned widespread recognition—she was the commencement speaker for CCAPP’s 2018 graduating class and the sole statewide recipient of the prestigious CCAPP Academy Director’s Award, the highest honor in her class. As a Beacon Mentor, she continues to empower and guide the next generation of substance use disorder counselors, ensuring a legacy of compassion and excellence.

Her story has been featured in the Los Angeles Times, highlighting her contributions to addiction recovery and awareness. In 2020, she was honored with a Congressional “Woman of the Year” award by Congressman Lou Correa for her community impact.
